I’m often encountering cases where the blurring of a photo is substantial - say Gaussian 10 pixels or more on a 1000 pixel image. I’ve been unable to find any settings/models that give a visible improvement to such images. Might I be missing something? (photo example is available)

What are we voting for exactly?
Although Topaz Gigapixel, has some Sharpening and Denoising abilities Topaz Gigapixel, is primarily for Upscaling Topaz Photo, would have been a better around solution for soft images having dedicated AI Sharpening, Denoising and Upscaling.
Having said that in my experience I get miraculous results using either the Redefine Realistic or Creative Models.
Another tip although it doesn’t apply to your 1000 pixel image would be to reduce the size of the image by typing into the Scale Factor box either 0.50 or 0.25 which reduces the image by One Half or One Quarter it’s original size then, apply one of the models before Clicking on the 1x or typing 1 into the Scale Factor box to increase the image back to it’s original size again.

AND-E, when I try the redefine options on my Gigapixel, they take about 12 hours and don’t make any visible difference at all. (All the regular models give superb results, typically within a minute.)
An hour after I posted this, the redefine options suddenly work and take only about an hour! Someone from Topaz must have read it and updated my permissions. The redefine realistic does do a fairly good job of removing the large scale blur, sadly it introduces several large-scale artifacts that make the result unusable on the image I’m working on…
Would be possible to post a before and after images here’s how after you Click on the Reply button and the Reply Window has opened you’ll see a few symbols along the top
One of these symbols has a small box and an Arrow pointing up
Click on this symbol and select Media Picker then, navigate to your Pictures find your desired image and simply Click on it to upload.
That’s the official way of posting images here however, you can simply just Copy and Paste your image
Going back to your image another couple of things you could try Rendering more than, one image using different settings with Redefine and blending them, in Photoshop or with the image you have Rendered try applying one of the other Models on top Very Compressed for instance, and see if that reduces the artifacts.

Ouch. That is much more than just blurring - the image is extremely low-res, missing most details.
Still, I got something usable with GP 8.0.2, Redefine (and doing a “manual Focus fix” by downscaling beforehand - as this feature is missing in GP):
You’d still have to remove those exaggerated “dirt blotches” in the sky - but this is something about every cheap editor can easily do.
Wow! That is far better than any option in Gigapixel that I tried. The low engine prop blade extensions here match those I got as soon as I used any of the restore options, but are easy to edit out (I’m a pilot so know what they are supposed to look like). You got far sharper resolution than I was able to get and none of the wild artifacts I got. Thank you ever so much jo.vo
Would you clarify the exact product you used please?
I used GigapixelAI 8.0.2 (as this is what I still have installed). But that’s not important - the new Gigapixel without AI should work similar.
The most important step is first downscaling the source as the image might have a formal resolution of about 1000 pixels but doesn’t really contain image intel for that resolution but even much less (as if it’s been badly upscaled before.
So, I simply used the Preview app built-in in MacOS to scale the image down to 50% on both axes.
Then I loaded that downsized image into Gigapixel and there used Redefine 2x upscale (creativity 2, Texture 3). And that really was it…
P.S. that downscaling beforehand is built-in into TopazPhoto under the name of “FocusFix.
