Downscaling Autopilot Preference is non-functional

Downscaling cannot be enabled in the Preferences anymore.

Steps to reproduce issue:

1. Open Topaz AI > Preferences > Autopilot > Upscale and resize >
2. In the dropdown select Enable downscaling
   Result: The Save button remains greyed out and this option cannot be enabled.
   Please note that if you select the option from the dropdown and then make another change in Preferences which enables the Save button and click Save, exit prefs and then go back you will see that the Enable Downscaling is still disabled.

This is fixed in 3.3.2 update for me.
