Allow any number of files to be queued locally - as the cloud queue number max is set to 20 we can still respect that number - but the app should keep a separate local queue that can upload to cloud once one of the 20 slots becomes available.
There’s no reason that local queuing can’t be unlimited.
And of course we would need the ability to clear out or cancel the local queue as well.
