Cloud export files stuck in "Queued--waiting for resources" purgatory for hours

I was excited to try out Starlight processing in the cloud, but after a few files went through everything has been waiting in the queue for 8+ hours so far. Any suggestions?

I think that either means there’s a long line of uploaded files in the queue ahead of yours or that the cloud processors are offline and uploads are being held until they’re back up.
