Can I update from Topaz Photo AI 3.1 to 3.3 without installing incremental updates?

I wonder whether I need to install the updates between 3.1 and 3.3 or just upload 3.3.

They are not incremental upgrades. It’s a full version every time.
Just go for 3.3
