I have noticed since a few versions, that my bitrate is like way lower than i have set in the program, i have H264 set with a High profile, Constant, and 40Mb/s. but the bitrates of the output files are around 20Mb/s.

Looking into this and trying to recreate on our end as well.
I just did a test by setting the bitrate to 60Mb/S and now it was around 40Mb/s! Pretty strange.
Definitely odd, I sent a message to the devs to look into this. I am still running some tests as I can to try and replicate this issue on my end. The several I have done so far have held to what I set it to.
