Most people on these forums that have access to Neat Video claim it’s still the best.
Personally, I don’t have access. I think Proteus 4 with manual settings all at 0 except ‘Fix compression’ is the best denoising TVAI has to offer.
You can try Nyx 3, but I can’t think of any times I’ve had it come out better. Mostly it’s the same-ish.
You can try free NEAT demo version, I tryed the Virtualdub Plugin. I can’t say it’s best or not because I had no comparison to something else. What I noticed was that I always had a loss of details, just like with any denoise. But I’m sure that can be precisely reduced with Neat once you have some practice with the noise map.
I also wasn’t entirely clear whether the denoise map gets applied to the entire video, or if it was situational; I think it was overall, but I would like something that adapts specifically to the content and manually creating scene-based denoise was too tedious for me.
So for me denoise is often not the way I go, only if there’s no other way. Starlight results often turn out too polished, so I have to add grain.

The quality is amazingly bad. I think they poorly digitized it from a VHS, but I don’t know—either way, this is how they sold it to the public.

That’s not the result of the settings you posted… So what is it?
I tried it with Topaz and the result was not good, so I tried it with SeedVR2.5 and this is the result.
If you’re going to use Topaz, only Starlight will fix it; other filters won’t work. I’ve tried many, and they all failed.

I don’t have the hardware to do it with Starlight. I probably could get SeedVR running, but that would also not really be worth it. I’ve given up on that particular movie publisher. I only used that video as a prime example of what usually happens every time I try to use any of the one-shot models in TVAI as a denoiser. I can get usable results from Nyx and Proteus. Faces usually turn into a problem with Iris.

The set it up seems really complicated.
You’re not actually installing SeedVR2; you’re installing ComfyUI. Think of SeedVR2 as an add-on to it; all the apps are actually in ComfyUI. Installing ComfyUI requires technical knowledge, but you can easily install it with AI. Installing the portable version isn’t particularly difficult, and I use it myself. The Python packages are the most time-consuming part, which is easier for Linux, but installing them all on Windows will take a few hours. Once ComfyUI is ready, you can easily install SeedVR2 or other nodes with a single click. You can find many installation videos on YouTube. So, a full installation takes a few hours, or at most, a day.
In terms of quality, SeedVR 2.5 is currently the number one app in the world. And it’s free; I’ve tried almost all of them, both free and paid (local and cloud), but SeedVR 2.5 is the only app that remains faithful to the original video quality.
I’m currently developing FlashVSR. I’m writing code to make it more accurate, but SeedVR 2.5 can’t even match the quality.
You should choose an app based on the video you’ll be processing. For example, for the worst-case scenarios, SeedVR 2.5 is number one, and Starlight is number two.
If it’s at a moderate level, FlashVSR is faster. Starlight is still too slow; Iris or Proteus can be upscaled.
I’d say FlashVSR is the unrivaled video stabilizer. Topaz stabilizer corrects for the vibration, but it significantly damages the video; for example, mouth and eye movements are a bit of a drag. and other problems occur with the video, turning it into an artificial video. However, because FlashVSR uses the WAN model, it corrects the vibrations very well and does so without damaging the video.
Of course, FlashVSR also uses ComfyUI. Unfortunately, FlashVSR isn’t faithful to the video; it adds artificial effects, just like Starlight.
That’s why I use SeedVR 2.5.
