Absolutely NO NOISE REDUCTION and NO UPSCALING in version 2.4.1

I am working with digitized slides and they all have noise and artifacts. I work from Lightroom Classic. The program is correctly identifying the subject (and over enhancing it by miles and miles) but there is heavy noise in the rest of the image and that noise is not being touched at all despite the preferences being set to Low and Above and the model being set to Strong. It simply doesn’t work.

Upscaling is not working either. It can be invoked manually but on Autopilot there is no upscaling happening at all.
