2.1.3 update Stuck on "some model files need to be re downloaded"

On processing any image, I get “some model files need to be re downloaded …”
I have tried a full reboot. How do i roll back, because this update seems to be seriously broken.

I think 2.1.3 is broken. Tried to update this morning and the instal froze. After a reboot of the PC it won’t even try to install 2.1.3.
